There are just about as many different reasons as there are EU countries outside the euro.
Countries which don’t meet the convergence criteria
Bulgaria, Croatia, Czec Republic, Hungary, Romania, Poland and Sweden have formally accepted the obligation to join the eurozone on meeting the convergence criteria but currently haven’t adopted the euro due to either voluntary or involuntary incompliance.
